Pelaksana Tugas (Plt) Menteri Energi dan Sumber Daya Mineral (ESDM) Luhut Binsar Pandjaitan mengaku telah menerima surat dari Inpex Corporation, operator Blok Masela. Adapun isinya tidak hanya sekadar surat biasa, melainkan berisi usulan-usulan Inpex yang masih berniat mengelola lapangan gas abadi tersebut ke depannya dan tentunya sejalan dengan keinginan pemerintah.

Walau sudah diterima, namun Luhut belum membaca isi surat dari Inpex yang dikirimkan sejak bulan lalu tersebut. Tidak hanya itu, dia juga belum bisa memutuskan apakah akan mengabulkan usulan-usulan yang disampaikan oleh Inpex.

"Belum saya lihat, nanti saya lihat deh," ucapnya saat ditemui di Kementerian ESDM, Jakarta, Senin (19/9/2016).

Adapun isi surat yang disampaikan oleh Inpex antara lain, pertama, Inpex meminta jaminan Internal Rate Return (IRR) alias tingkat pengembalian modal sebesar rata-rata IRR kegiatan eksplorasi dan produksi migas di laut dalam yakni 15 persen per tahun.

Kedua, mengingat pemerintah mengganti skema kilang LNG Masela, dari sebelumnya di lepas pantai (offshore) menjadi di darat (onshore), maka Inpex meminta moratorium kontrak selama kurun waktu 10 tahun antara 2006 sampai 2016.

Ketiga, agar proyek Masela mampu memberi keuntungan lebih bagi negara maupun kontraktor, maka Inpex mengusulkan rencana produksi Liquified Natural Gas (LNG) Masela dinaikkan dari 7,5 MTPA menjadi 9,5 MTPA per tahun.

Luhut menerangkan, baik permintaan ataupun usulan Inpex tersebut bisa saja dikabulkan oleh pemerintah. Dengan catatan, jika revisi Peraturan Pemerintah (PP) Nomor 79 Tahun 2010 Tentang Biaya Operasi Yang Dapat Dikembalikan Dan Perlakuan Pajak Penghasilan Di Bidang Usaha Hulu Minyak Dan Gas Bumi telah disetujui oleh Presiden Joko Widodo.
