3.1 Arah Kebijakan dan Strategi Nasional Penanggulangan Bencana 2010-2014
3.1.1 Rencana Strategis (renstra) merupakan cara untuk dapat mencapai suatu tujuan dan
sasaran pembangunan yang mengandung komitmen kebijakan yang menunjukkan arah
kebijakan, program, dan kegiatan yang diterapkan untuk mencapai sasaran kinerja yang
terukur. Penjabaran dari arah kebijakan Nasional bidang penanggulangan bencana 2010-
2014, penanggulangan bencana masuk kedalam prioritas lingkungan hidup dan pengelolaan
bencana, yang diarahkan kepada pengarusutamaan pengurangan risiko bencana sebagai
prioritas nasional dan daerah, penguatan kapasitas penanggulangan bencana di pusat dan
daerah, optimalisasi instrumen pengendalian pemanfaatan ruang dalam aspek pengurangan
risiko bencana, mendorong keterlibatan dan partisipasi masyarakat dalam upaya
penanggulangan bencana, peningkatan sumber daya penanganan kedaruratan dan bantuan
kemanusiaan, serta percepatan pemulihan wilayah yang terkena dampak bencana.
3.1.2 Arah Kebijakan dan Strategi BNPB tahun 2010-2014
Arah kebijakan dan strategi BNPB merupakan hasil dari identifikasi atas lingkungan
strategis BNPB yang dilakukan terhadap lingkungan internal dan eksternal. Berdasarkan hasil
kajian lingkungan strategis secara eksternal maupun internal tersebut serta sinkronisasi
terhadap arah kebijakan dan strategi nasional dibidang penanggulangan bencana, maka
arah kebijakan dan strategi Badan Nasional Penanggulangan Bencana dalam kegiatan
penanggulangan bencana dalam kurun waktu lima tahun mendatang (2010-2014) adalah:
1. Terselenggaranya PB yang terencana, terarah, terkoordinasi, terpadu dan menyeluruh
serta akuntabel ;
2. Meningkatnya kesadaran, kemampuan dan kesiapsiagaan dalam menghadapi bencana
melalui pembentukan satuan reaksi cepat penanggulangan bencana;
3. Terselesaikannya penanganan kedaruratan korban bencana di wilayah pascabencana
secara cepat, tepat dan efektif serta terkoordinir/terpadu;
4. Terselesaikannya pemulihan sarana dan prasarana fisik dan non fisik di wilayah
pascabencana secara terpadu dan menyeluruh.
