Tak Terserap Domestik, Pasokan Gas Jangkrik Diekspor

Pasokan gas yang berasal dari Lapangan Jangkrik, Blok Muara Bakau tidak terserap sepenuhnya untuk memenuhi kebutuhan domestik dan akan diekspor.

Direktur Jenderal Minyak dan Gas Bumi Kementerian Energi dan Sumber Daya Mineral (ESDM) IGN Wiratmaja Puja mengatakan proyek tersebut sudah mendapat pembelinya. Adapun, separuh pasokan gas lapangan tersebut akan memenuhi kebutuhan gas Tanah Air.

Ditargetkan, produksi puncak blok yang dioperatori ENI tersebut mencapai 450 juta kaki kubik per hari (million standard cubic feet per day/MMscfd).

Proyek ini akan memasok gas alam cair ke PT Pertamina (Persero) dengan volume 1,4 juta ton per tahun dari volume total 3 juta ton per tahun. Pasokan tersebut mulai disalurkan pada 2017 hingga 2024 dengan nilai transaksi US$4,4 miliar.

Volume yang dibeli Pertamina, katanya, akan digunakan untuk menyuplai kebutuhan gas sektor ketenagalistrikan. Sisanya, diizinkan untuk diekspor karena domestik tak lagi mampu menyerap gas yang dihasilkan.

“Kan mau ke Pertamina alokasinya. Nanti sebagian besar, [disalurkan] ke PLN. Tranche C itu diizinkan untuk diekspor karena enggak terserap dalam negeri,” ujarnya di Jakarta, Rabu (16/11/2016).

Hingga saat ini, gas alam cair (liquefied natural gas/LNG) yang belum terserap secara total pada 2017 sebanyak 63 kargo. Beberapa kargo di antaranya sedang dalam proses negosiasi.

Dia berharap pembeli merupakan konsumen eksisting seperti Jepang, Korea Selatan dan Taiwan yang merupakan pembeli utama LNG asal Indonesia.

Kendati demikian, Wirat belum mau menyebut negara mana yang berminat membeli sisa kargo LNG yang belum terserap. “Kalau sudah deal, nanti dikasih tahu,” katanya.

Adapun, tingginya angka kargo LNG yang belum terkontrak disebabkan beberapa lapangan yang mencatatkan kinerja produksi cukup baik tapi tak didukung dengan infrastruktur regasifikasi yang memadai.

Namun, Wirat enggan menyebut lapangan mana yang menyumbang produksi gas cukup tinggi. Di sisi lain, kebutuhan LNG dalam negeri seperti untuk listrik telah terpenuhi.

Berdasarkan data Kementerian ESDM, volume LNG yang tak terserap atau uncommitted pada 2018 sebesar 60 kargo. Sementara, mulai 2019 justru dibutuhkan pasokan 27 kargo dari luar.

Angka ini akan meningkat pada 2024 yakni menjadi 90 kargo dan 101 kargo pada 2025 yang disebabkan meningkatnya kebutuhan dalam negeri di saat pasokan dari Lapangan Abadi, Blok Masela belum dimasukkan dan pasokan dari Tangguh telah mengalami penurunan.

Oleh karena itu, pihaknya pun belum akan membuka keran impor LNG sebelum 2019.
