Kementerian Energi Godok Tiga Opsi Lokasi Kilang Proyek Masela

Ada beberapa pertimbangan pemilihan lokasi kilang tersebut, seperti aspek teknikal, dapat membangun pabrik petrokimia, sudah berpenghuni, dan memenuhi keekonomian.

Kementerian Energi dan Sumber Daya Mineral (ESDM) tengah membahas lokasi pembangunan kilang gas Blok Masela. Saat ini, ada tiga lokasi yang dipertimbangkan.

Wakil Menteri ESDM Arcandra Tahar mengatakan, ketiga lokasi tersebut adalah Pulau Aru, Selaru dan Yamdena. “Kami bersama Inpex melihat kemungkinan di tiga daerah itu yang feasible,” kata dia di Jakarta, Kamis (25/11). Lokasi yang dipilih nantinya untuk membangun kilang pengolahan gas bumi dari Blok Masela.

Ada beberapa pertimbangan pemilihan lokasi kilang tersebut. Pertama, pertimbangan teknikal yaitu pipa untuk mengalirkan gas bumi dari Lapangan Abadi Blok Masela bisa sampai ke daerah tersebut. Kedua, lokasi itu juga bisa untuk membangun pabrik petrokimia.

Ketiga, daerah tersebut sudah dihuni oleh masyarakat sehingga memudahkan dalam pembangunan wilayahnya. Keempat, daerah atau lokasi itu memang memenuhi keekonomian proyek.

Di sisi lain, Arcandra menyatakan, pemerintah juga mulai membahas alokasi penggunaan gas hasil produksi Blok Masela. Menteri Perindustrian Airlangga Hartarto sudah mengirimkan surat kepada Menteri ESDM Ignasius Jonan agar gas dari blok tersebut dialokasikan juga untuk industri dalam negeri. Menurut dia, gas dari Blok Masela memang sudah dialokasikan untuk industri dalam negeri, seperti pupuk dan petrokimia. “Yang jelas sudah ada alokasi. Daftar untuk siapa kira-kira investor yang berminat sudah ada,” ujarnya. Namun, rencana itu masih dalam pembahasan dan belum ada kontrak jual-beli gas.

Terkait rencana pengembangan (PoD) Blok Masela, Arcandra mengatakan, masih dalam tahap pembahasan. Pemerintah masih menegosiasikan rencana pengembangan blok kaya gas di Laut Arafura tersebut dengan Inpex Corporation sebagai kontraktor.

Salah satu yang dinegosiasikan adalah syarat dan ketentuannya. Contohnya, permintaan peningkatan kapasitas produksi menjadi 9,5 juta ton per tahun (mtpa).
