Makassar sebagai ibukota Provinsi Sulawesi Selatan telah tumbuh menjadi daerah
industri dan sekaligus sebagai pusat perdagangan untuk kawasan timur Indonesia
(KTI). Perkembangan ekonomi kota Makassar dan sekitarnya memberikan kontribusi
paling besar terhadap pertumbuhan ekonomi Provinsi Sulawesi Selatan. Dalam lima
tahun terakhir, ekonomi Provinsi Sulawesi Selatan mengalami pertumbuhan yang
menggembirakan yaitu mencapai rata-rata 8% pertahun, lebih tinggi daripada
pertumbuhan ekonomi nasional.
Pertumbuhan ekonomi yang tinggi tersebut telah mendorong peningkatan kebutuhan
listrik yang juga tumbuh signifikan. Seiring akan berlakunya Undang-Undang Nomor
4 Tahun 2009, sudah ada beberapa investor yang mengajukan permohonan
sambungan listrik ke PLN untuk keperluan industri pengolahan bahan tambang
(smelter) di beberapa daerah seperti di Kabupaten Bantaeng dan Kabupaten Luwu.
Rencana kebutuhan daya dari industri ini bisa mencapai 600 MW. Oleh karena itu
perlu diimbangi dengan penyediaan kapasitas listrik yang memadai dan andal agar
momentum pertumbuhan ekonomi dapat tetap terjaga dengan baik.
Penjualan listrik di Provinsi Sulawesi Selatan dalam beberapa tahun terakhir tumbuh
cukup tinggi, mencapai diatas 10% per tahun. Berdasarkan kondisi tersebut diatas
dan adanya calon pelanggan besar smelter, memperhatikan pertumbuhan ekonomi
regional serta target pencapaian rasio elektrifikasi, proyeksi kebutuhan listrik
Provinsi Sulawesi Selatan 2015 – 2024 diberikan pada tabel C9.2
