Luhut berangkat ke Jepang pada Rabu malam (5/10). Sebelum berangkat ke negara tersebut, ia menyatakan rencananya mengajak Arcandra karena di sana juga akan membahas pengembangan Blok Masela. "Soal Blok Masela saya ajak Pak Arcandra karena beliau yang ahlinya," kata Luhut di Kementerian ESDM, Jakarta, Selasa (4/10) lalu. Menurut Luhut, Arcandra mempunyai keahlian di sektor minyak dan gas bumi (migas). Apalagi, dia telah dinilai mampu menurunkan biaya investasi Blok Masela dari US$ 22 miliar menjadi US$ 15 miliar hanya dalam kurun 20 hari saat memangku jabatan Menteri ESDM. Setelah Presiden Joko Widodo memutuskan pengembangan Blok Masela menggunakan skema darat, Inpex masih mengkaji ulang proposal rencana pengembangan lapangan (PoD) blok kaya gas di Laut Arafura itu. Tapi perusahaan asal Jepang ini meminta beberapa insentif melalui surat yang disampaikan kepada Luhut.

Pertama, moratorium masa kontrak selama 10 tahun. Dengan begitu, kontrak Blok Masela yang seharusnya berakhir 2028, bisa diperpanjang menjadi 2038. Moratorium ini belum dihitung dengan peluang perpanjangan kontrak.

Kedua, Inpex meminta jaminan mendapatkan tingkat pengembalian investasi (Internal Rate of Return/IRR) sebesar 15 persen, dengan penambahan kapasitas menjadi 95 ton per tahun (mtpa).

Ketiga, meminta biaya yang sudah dikeluarkan Inpex saat mengerjakan studi di Blok Masela sejak 1998 hingga 2016 sebesar US$ 1,2 miliar dapat dikembalikan melalui sistem cost recovery atau pemulihan biaya operasi.
