Bagi PLN intinya Tambak Lorok mendapatkan gas, mengaliri Jawa Bali, biaya relatif murah sesuai dengan standar. Ini sudah mulai dibangun oleh PGN, kita percaya PGN dananya ada dan jalan," ujar Manager Senior Komunikasi Korporat PLN, Bambang Dwiyanto di Kantor PLN Pusat, Jakarta, Jumat (11/4).
Selama ini, Bambang mengakui, PLTGU dan PLTU tersebut juga mendapat pasokan dari sumur gas di Gundih, Cepu, Jawa Tengah. Selain itu, turut mendapat pasokan CNG (gas berkompresi) yang dibangun dari perusahaan patungan Indonesia Power dan anak usaha Pertamina.
"PGN semacam take over. 7 Maret ini mulai dikerjakan. PLN sangat berkeinginan dapat gas dan dapat harga murah kebutuhan listrik yang meningkat," tuturnya.

Akibatnya, sepanjang periode itu, PLN harus kehilangan kesempatan untuk menghemat anggaran sebesar Rp 18 triliun atau Rp 3 triliun per tahun.
Selain itu, sejak 2008, Petronas dan PLN sudah menandatangani pasokan gas sebanyak 354 miliar kaki kubik (BCF) ke PLTGU Tambak Lorok, Semarang, Jateng mulai mengalir pada kuartal keempat 2011.
Harga gas disepakati waktu itu di bawah USD 5 per MMBTU dengan titik serah di Tambak Lorok.
Saat itu, pengembangan Kepodang memakai skema hulu yakni Petronas membangun sendiri pipa yang mengalirkan gas dari sumur ke pembangkit.
Kesepakatan tersebut, melalui BP Migas, kemudian diajukan ke Kementerian ESDM untuk proses persetujuan, sebelum dituangkan menjadi kontrak jual dan beli gas.
Namun, pada 2009, pemegang konsesi pipa transmisi gas yang menghubungkan Kalimantan hingga Jawa Tengah (Kalija) sepanjang 1.200 km, Bakrie & Brothers mengusulkan, skema hilir ke pemerintah.
