Badan Perencanaan Pembangunan Nasional (Bappenas) tengah menyusun konsep pengembangan wilayah untuk Blok Masela. Ada dua skenario yang tengah dikaji untuk pengembangan wilayah dengan memanfaatkan gas dari blok migas tersebut.

Skema yang pertama adalah pengembangan industri petrokimia sebagai turunan gas yang dihasilkan. Kemudian pengembangan wilayah sesuai potensi yang ada seperti perikanan, perkebunan, pariwisata dan lain-lain. Skema ini nantinya didukung dengan ketersediaan energi berbasis gas.

Dengan dua skema tersebut Bappenas menargetkan seluruh wilayah Maluku akan berkembang, sesuai dengan potensi yang dimiliki. “Tidak hanya berbasis industri Petrokimia,” kata Arifin Deputy Bidang Pengembangan Regional Bappenas kepada Katadata, akhir pekan lalu.

Arifin mengatakan industri-industri yang akan dikembangkan di kawasan Maluku, nantinya akan mendapat pasokan listrik dari pembangkit gas yang berasal dari Blok Masela. Artinya, gas dari Blok Masela akan terlebih dulu digunakan untuk pembangkit listrik di kawasan Maluku. Setelah itu, listrik akan dipakai untuk memasok industri yang akan dibangun di kawasan tersebut.

Arifin mengatakan kebutuhan gas untuk industri tidak banyak, dan masih bisa terpenuhi dari Domestic Market Obligation (DMO) atau kewajiban pemenuhan minyak dan gas bumi untuk dalam negeri. Dalam Peraturan Pemerintah Nomor 35 tahun 2004 tentang Kegiatan Usaha Hulu Migas, besaran kewajiban kontraktor dalam pemenuhan kebutuhan dalam negeri paling banyak 25 persen dari hasil produksi migas.

Pemanfaatan gas untuk pembangkit listrik ini juga dianggap akan menguntungkan PT Perusahaan Listrik Negara (Persero). Alasannya bahan bakar gas lebih murah dibandingkan sumber energi lainnya seperti bahan bakar minyak (BBM). (Baca: Masela Jangan untuk Kenikmatan Orang Jakarta)

Meski begitu penyusunan pengembangan wilayah ini masih menunggu persetujuan proposal pengembangan lapangan (PoD) dari Kementerian Energi dan Sumber Daya Mineral (ESDM) untuk penentuan lokasi dan jadwal pembangunan kilang gas. “Jadi kami belum melakukan secara rinci di lapangan seperti apa,” ujar dia.

Wakil Menteri ESDM Arcandra Tahar mengatakan saat ini ada tiga lokasi untuk pembangunan kilang, yakni Pulau Aru, Selaru dan Yamdena. “Kami bersama Inpex melihat kemungkinan di tiga daerah itu yang feasible,” kata dia di Jakarta, Kamis (25/11). Lokasi yang dipilih nantinya untuk membangun kilang pengolahan gas bumi dari Blok Masela.

Ada beberapa pertimbangan pemilihan lokasi kilang tersebut. Pertama, pertimbangan teknikal, yaitu pipa untuk mengalirkan gas bumi dari Lapangan Abadi Blok Masela bisa sampai ke daerah tersebut. Kedua, lokasi itu juga bisa untuk membangun pabrik petrokimia.
