Renas PB merupakan rencana pemerintah lintas sektor yang berlaku
selama lima tahun. Ringkasan isi Renas PB diintegrasikan ke dalam
dokumen Rencana Pembangunan Jangka Menengah Nasional (RPJMN)
yang memuat kebijakan dan program pembangunan serta rencana kerja
Pemerintah. Secara khusus, perencanaan dan tindakan penanggulangan
bencana menjadi salah satu prioritas utama dalam RPJMN dan
terpadukan ke dalam program-program pembangunan dalam dokumen
tersebut. Dengan demikian, dokumen Renas PB selanjutnya menjadi
arah dalam melakukan pengarusutamaan berbagai kebijakan dan
program penanggulangan bencana. Dengan mengacu RPJMN,
pemerintah setiap tahun akan menyusun Rencana Kerja Pemerintah
(RKP) sebagai penjabaran dan operasionalisasi RPJMN yang memuat
kerangka regulasi, kerangka anggaran dan rincian program.
Untuk memastikan terlaksananya perencanaan dan tindakan
penanggulangan bencana, maka Renas PB diintegrasikan ke dalam
RPJMN 2010-2014. Kementerian/Lembaga pemerintah pusat akan

Penasihat dipilih berdasarkan jabatannya dalam Kementerian/Lembaga
terkait serta kepakaran dan/atau keterlibatan dalam kegiatan
pengurangan risiko bencana.
Beberapa Kelompok Teknis dilibatkan dalam pengkajian ancaman dan
kerentanan serta penilaian risiko bencana, terutama tim yang
beranggotakan pakar dari perguruan tinggi. Di masa yang akan datang,
proses penyusunan seperti ini diharapkan akan terus berkembang,
sehingga akan diperoleh suatu pedoman pengkajian ancaman dan
kerentanan serta penilaian risiko bencana yang baku. Kegiatan
selanjutnya dapat dilaksanakan melalui konsultasi teknis, baik yang
berasal dari pihak swasta maupun kalangan akademisi, seperti yang
telah banyak dilakukan di banyak negara lain.
Para pemangku kepentingan yang meliputi asosiasi-asosiasi pemerintah
daerah, lembaga-lembaga swadaya masyarakat, organisasi-organisasi
profesi dan pihak swasta, media serta publik yang lebih luas telah
dilibatkan dalam memberikan masukan dalam penyusunan Renas PB.
Pelaksanaannya dilakukan melalui lokakarya perencanaan, konsultasi
publik, dan masukan melalui berbagai media publik.
Renas PB merupakan perencanaan berjangka waktu 5 (lima) tahun, dan
dapat ditinjau secara berkala setiap 2 (dua) tahun atau sewaktu-waktu
apabila terjadi bencana (Peraturan Pemerintah No. 21 Tahun 2008 Pasal
6 ayat (5) dan (6).
1.5 KAIDAH PELAKSANAAN
Rencana Nasional Penanggulangan Bencana 2010-2014 merupakan
wujud dari komitmen pemerintah dalam bidang penanggulangan
bencana yang dituangkan dalam Peraturan Kepala (Perka) Badan
Nasional Penanggulangan Bencana. Renas PB merupakan pedoman bagi
Kementerian/Lembaga dalam menyusun Rencana Strategis (Renstra)
Kementerian/Lembaga, Rencana Aksi Nasional Pengurangan Risiko
Bencana (RAN PRB) dan merupakan pedoman bagi daerah dalam
menyusun Rencana Penanggulangan Bencana Daerah (RPB Daerah) dan
Rencana Pembangunan Jangka Menengah Daerah (RPJM Daerah).
Kaidah-kaidah pelaksanaan Renas PB adalah sebagai berikut:

1. Kementerian, lembaga pemerintah, pemerintah daerah, serta
masyarakat termasuk dunia usaha mengacu Rencana Nasional
Penanggulangan Bencana 2010-2014;
2. Kementerian, lembaga pemerintah berkewajiban menyusun
rencana strategis yang berperspektif pengurangan risiko bencana
sesuai dengan tugas dan fungsi masing-masing dengan
berpedoman pada Rencana Nasional Penanggulangan Bencana
2010-2014;
3. Pemerintah daerah berkewajiban menyusun Rencana
Penanggulangan Bencana Daerah, yang akan menjadi pedoman
dalam menyusun Rencana Strategis Satuan Kerja Perangkat
Daerah dengan memperhatikan Rencana Nasional
Penanggulangan Bencana 2010-2014;
4. Kementerian dan lembaga pemerintah berkewajiban menjamin
konsistensi antara Rencana Nasional Penanggulangan Bencana
2010-2014 dengan Rencana Strategis Kementerian/Lembaga
yang berkaitan dengan isu kebencanaan;
5. Pemerintah daerah berkewajiban menjamin konsistensi antara
Rencana Nasional Penanggulangan Bencana tahun 2010-2014
dengan Rencana Penanggulangan Bencana serta Rencana
Pembangunan Jangka Menengah Daerah (RPJMD);
6. Dalam rangka meningkatkan efektivitas pelaksanaan Rencana
Nasional Penanggulangan Bencana 2010-2014, Badan Nasional
Penanggulangan Bencana dan Kementerian Perencanaan
Pembangunan Nasional/Badan Perencanaan Pembangunan
Nasional berkewajiban untuk melakukan pemantauan terhadap
penjabaran Rencana Nasional Penanggulangan Bencana 2010-
2014 ke dalam Rencana Strategis Kementerian/Lembaga,
Rencana Aksi Nasional Pengurangan Risiko Bencana (RAN PRB)
2010-2012 dan Rencana Penanggulangan Bencana Daerah serta
Rencana Pembangunan Jangka Menengah Daerah (RPJMD).
